AGL's submission to AEMC's Gas Networks in Transition Directions Paper

AGL welcomes the opportunity to respond to the AEMC's Gas Networks in Transition Directions Paper. In our submission, AGL supports a customer‑first transition, arguing that networks—not remaining customers—should manage legacy costs to avoid inequitable outcomes as demand declines. It backs targeted regulatory reforms (depreciation, expenditure, tariffs) aligned with declining utilisation, with limited, evidence‑based use of accelerated depreciation and potential bond‑style mechanisms to ensure safe operation through to closure. AGL also calls for clearer decommissioning arrangements and stronger government leadership on electrification pathways, while stressing that reforms should exclude transmission pipelines due to their ongoing system reliability role.
