AGL’s submission on minimum energy efficiency rental standards (MEERS) in New South Wales supports introducing mandatory standards to address split incentives and improve energy efficiency outcomes for renters, noting benefits including lower energy bills, improved health and comfort, and broader emissions and system efficiency gains. AGL advocates a flexible, multi‑pathway compliance model to reduce costs and administrative burden, supported by proportionate implementation, clear guidance and adequate transition periods. The submission highlights key challenges such as cost impacts, climate and building variation, supply constraints and potential unintended outcomes, and emphasises the need for an explicit equity focus to ensure renters and low‑income households can access the energy transition. AGL also stresses the importance of complementary policies, targeted incentives and scalable delivery mechanisms to reduce upfront costs, overcome structural barriers and support widespread uptake of energy efficiency upgrades.
