AGL has made a submission to the AEMC consultation on enhancing distribution network planning and reporting, noting that while the draft determination represents a step forward, it still relies too heavily on high-level principles and future AER guideline development. AGL supports the introduction of the Distribution Network Development Plan (DNDP) and annual updates, but considers the draft rule does not yet ensure that planning and data outputs will be sufficiently timely, granular or decision-useful in practice, particularly given ongoing gaps in low-voltage visibility and minimum data sharing requirements. AGL recommends strengthening the Rules to include clearer minimum data publication requirements, improved low-voltage visibility, more meaningful annual update content, and the immediate publication of available data. These changes would improve transparency, reduce information asymmetries and better support competition in non-network and other contestable services, while ensuring network planning information is practical and actionable for market participants.
