Winter Energy Concession
The Winter Energy Concession provides a 17.5% discount off gas bills from 1 May to 31 October each year.
Eligibility for the Rebate is based on the following criteria:
Customers must hold one of the following concession cards:
- Pensioner Concession Card – issued by Centrelink or Department of Veterans’ Affairs,
- Centrelink Health Care Card, or;
- Department of Veterans’ Affairs Gold Card - (for recipients of War Widow or War Widower, Totally and Permanently Incapacitated rate or Extreme Disablement Adjustment rate pensions).
A concession can only be claimed if:
- The gas account is in the name of the concession cardholder;
- The supply address is the domestic primary residence of the cardholder and;
- The gas account is billed on a domestic tariff
The following card holders are ineligible: for the Winter Energy Concession:
- Holders of a Health Care Card for Child Disability and Foster Care issued in the name of the child, and
- Holders of a Seniors Card.

Annual Electricity Concession
As of 1 of March 2011, the Annual Electricity Concession replaced the Winter Energy Concession for electricity. The Annual Electricity Concession provides a 17.5% discount off electricity bills throughout the year from 1 March 2011.
Eligibility for the Annual Electricity Concession is based on the following criteria:
Customers must hold one of the following concession cards:
- Pensioner Concession Card – issued by Centrelink or Department of Veterans’ Affairs,
- Centrelink Health Care Card; or,
- Department of Veterans’ Affairs Gold Card - (for recipients of War Widow or War Widower, Totally and Permanently Incapacitated rate or Extreme Disablement Adjustment rate pensions).
The Annual Electricity Concession can only be claimed if:
- The energy account is in the name of the concession cardholder,
- The supply address is the domestic primary residence of the cardholder, and
- The electricity account is billed on a domestic tariff.
The following card holders are ineligible for the Annual Electricity Concession:
- Holders of a Health Care Card for Child Disability and Foster Care issued in the name of the child, and
- Holders of a Seniors Card.

Off Peak Concession
The Off Peak Concession provides a 13% reduction on the off-peak tariff rates on all quarterly electricity bills and can be received in addition to the Annual Electricity Concession.
Eligibility for the Rebate is based on the following criteria:
Customers must hold one of the following concession cards:
- Pensioner Concession Card – issued by Centrelink or Department of Veterans’ Affairs,
- Centrelink Health Care Card; or,
- Department of Veterans’ Affairs Gold Card - (for recipients of War Widow or War Widower, Totally and Permanently Incapacitated rate or Extreme Disablement Adjustment rate pensions).
A concession can only be claimed if:

Service to Property Charge (STPC)
The Service to Property Charge concession provides a reduction to the supply charge for concession households with low electricity consumption. If the cost of electricity used is less than the supply (or service) charge, the supply charge is then reduced to the same price as the electricity usage costs. Eligibility for the Rebate is based on the following criteria:
Customers must hold one of the following concession cards:
- Pensioner Concession Card – issued by Centrelink or Department of Veterans’ Affairs,
- Centrelink Health Care Card; or,
- Department of Veterans’ Affairs Gold Card - (for recipients of War Widow or War Widower, Totally and Permanently Incapacitated rate or Extreme Disablement Adjustment rate pensions).
A concession can only be claimed if:
- The energy account is in the name of the concession cardholder,
- The supply address is the domestic primary residence of the cardholder, and
- The electricity account is billed on a domestic tariff.

Electricity Transfer Fee Waiver
Applicable electricity transfer fees are waived when there is a change of occupancy at a property for eligible concession holders.
Eligibility for the Rebate is based on the following criteria:
Customers must hold one of the following concession cards:
- Pensioner Concession Card – issued by Centrelink or Department of Veterans’ Affairs,
- Centrelink Health Care Card; or,
- Department of Veterans’ Affairs Gold Card - (for recipients of War Widow or War Widower, Totally and Permanently Incapacitated rate or Extreme Disablement Adjustment rate pensions).
A concession can only be claimed if:
- The energy account is in the name of the concession cardholder,
- The supply address is the domestic primary residence of the cardholder, and
- The electricity account is billed on a domestic tariff.

Life Support Concession
If you or an occupant in your household uses a life support machine, the concession you are eligible for is equal to $65.86 per quarter inclusive of GST (equivalent to the cost of 1,880 kilowatt hours of electricity usage per annum).
Eligible machines are:
- Oxygen concentrators,
- Intermittent peritoneal dialysis machines and/or;
- Haemodialysis machines.
Eligibility for the Rebate is based on the following criteria:
- You or another occupant in your household require one or more of the eligible medical equipment above to sustain that person's life; and
- You have a medical certificate from your doctor to verify the need for specific in-house medical equipment.
Customers must hold one of the following concession cards:
- Pensioner Concession Card – issued by Centrelink or Department of Veterans’ Affairs;
- Centrelink Health Care Card, or;
- Department of Veterans’ Affairs Gold Card - (for recipients of War Widow or War Widower, Totally and Permanently Incapacitated rate or Extreme Disablement Adjustment rate pensions).
The following card holders are ineligible:
- Holders of a Health Care Card for Child Disability and Foster Care issued in the name of the child, and;
- Holders of a Seniors Card.

Medical Cooling
The Medical Cooling Concession provides a 17.5% discount off electricity costs over a six month period from 1 November to 30 April each year, for customers who have an inability to self-regulate body temperature due to conditions such as Multiple Sclerosis, Parkinson’s, Motor Neurone Disease, Scleroderma and Lupus. Customers who are eligible for the Medical Cooling Concession will also receive the Annual Electricity Concession and will therefore receive a combined discount of 35% off their electricity costs from 1 November to 30 April.
Eligibility for the Rebate is based on the following criteria:
Customers must hold one of the following concession cards:
- Pensioner Concession Card – issued by Centrelink or Department of Veterans’ Affairs;
- Centrelink Health Care Card, or;
- Department of Veterans’ Affairs Gold Card - (for recipients of War Widow or War Widower, Totally and Permanently Incapacitated rate or Extreme Disablement Adjustment rate pensions).
The following card holders are ineligible:
- Holders of a Health Care Card for Child Disability and Foster Care issued in the name of the child, and;
- Holders of a Seniors Card.

Group Homes
cA 17.5% discount on energy bills is available over the six month winter period to not-for-profit organisations that provide long-term accommodation for individuals who hold Pensioner Concession Cards, Centrelink Health Care Cards, or Department of Veterans’ Affairs Gold Cards.
Eligibility
The energy account must be in the name of the organisation, however individual payment of the account is the responsibility of the concession cardholders.

Utility Relief Grant (URG) Scheme
Domestic customers who are unable to pay their utility bills due to a temporary financial crisis can apply for the URG scheme. Financial assistance to cover energy costs may be provided to low-income households suffering a short-term financial crisis (within last 12 months) who are unable to pay for a current utility account and are at risk of disconnection or restriction of supply.
Customer can only apply for the URG scheme once every 2 years per fuel.
Eligibility for the Rebate is based on the following criteria:
The concession card holder must demonstrate that unexpected hardship has the customer seriously short of money so that the party cannot pay utility bills without assistance and risk disconnection or non-supply, and meet one of the following criteria:
- A significant increase in usage
- A recent decrease in income, for example, loss of employment
- High unexpected expenses on essential items
- The cost of shelter is more than 30% of the household income
- The cost of utility usage is more than 10% of the household income.
Customers must hold one of the following concession cards:
- Pensioner Concession Card – issued by Centrelink or Department of Veterans’ Affairs,
- Centrelink Health Care Card, or;
- Department of Veterans’ Affairs Gold Card - (for recipients of War Widow or War Widower, Totally and Permanently Incapacitated rate or Extreme Disablement Adjustment rate pensions).
A concession can only be claimed if:
- The energy account is in the name of the concession cardholder;
- The supply address is the domestic primary residence of the cardholder and;
- The energy account is billed on a domestic tariff.
Special conditions for non-concession card households
The account holder must be registered with their utility company's hardship program and the household's income must be no more than the equivalent to the Commonwealth maximum income rate for part age pensioners.
