New South Wales
The NSW government provides the following energy concessions programs:
- Pensioner Energy Rebates
- Life Support Rebates
- Energy Accounts payment Assistance for those experiencing temporary financial difficulty.
Energy Rebate (Fomerley Pensioner Rebate)
On 1 July 2009, the new Energy Rebate replaced the former Pensioner Energy Rebate. The new name reflects the fact that the government has expanded the rebate eligibility beyond just pensioners. Furthermore, the rebate has been increased from $112 to $130 per year and will be indexed annually for inflation.
Customers who were previously receiving the Pensioner Energy Rebate will automatically have the higher Energy Rebate amount of $130 per year applied to their electricity bills. Eligibility:
- Pensioner Concession Card issued by Centrelink
- Department of Veterans Affairs Pensioner Concession Card; or
- receive a Department of Veterans' Affairs Pension for War Widows or War Widowers or a Disability Pension at the "totally and permanently incapacitated"(TPI) rate or "extreme disablement adjustment" (EDA) rate (as shown on the Repatriation Health Card i.e. the "Gold Card").
- Carer Allowance (child under 16)
- Sickness Allowance
- Special Benefit
Customers will be eligible to receive the rebate only as long as they continue to hold a Pensioner Concession Card or one of the eligible Health Care Cards.
Life Support Rebates
If you require certain medical equipment in your home that is necessary to sustain your life, you may be entitled to a rebate on your electricity bill. List of equipment eligible include the following:
- PAP Devices
- Enternal Feeding Pump
- Phototherapy Equipment
- Home Dialysis
- Respirator
- Oxygen Concentrator
Eligible life support recipients are defined as those:
whose name appears on the electricity account; and
who have a medical certificate to verify the need for specific in-house medical equipment.
Medical Energy Rebate
From 1 January 2010, the NSW Government will introduce a Medical Energy Rebate. The Rebate is for eligible customers who have an inability to self-regulate body temperature when exposed to extremes (hot or cold) of environmental temperatures. It may be associated with certain medical conditions such as Parkinson's disease and multiple sclerosis.
Eligibility for the Rebate is based on the following criteria:
- Either the account holder or anyone residing at the residence must have an inability to self-regulate body temperature. This requires the completion of a signed form by a medical practitioner who has been treating you for at least three months. The form will be available from your electricity supplier by early December;
AND
- The account holder must have one of the following concession cards:
- Pensioner Concession Card;
- Department of Veterans Affairs Gold Card; or
- Health Care Card.
Eligible customers can start to apply for their Medical Energy Rebate before the Rebate commences on 1 January 2010.
Generally, rebates are paid from the date of application. However, to allow applicants time to apply there will be a six month initial transition period between 1 January and 30 June 2010.
For customers that apply for the rebate between 1 January 2010 and 30 June 2010, your Medical Energy Rebate will be back dated to 1 January 2010. This means you will receive full rebate amount for the period from 1 January 2010.
Depending on your electricity retailer, your rebate may not be processed until 30 June 2010. This is because energy retailers are making changes to their billing systems to implement this new rebate. However, you will not miss out. If you do not receive the Rebate on the first bill following your application, your retailer will still pay you the full amount owed once their system changes are complete.
The Medical Energy Rebate can be received in addition to other assistance such as the Energy Rebate, the Life Support Rebate and the Energy Accounts Payment Assistance (EAPA) scheme. The Medical Energy Rebate will also be made available to long-term residents of caravan parks.

Energy Accounts Payment Assistance
The EAPA scheme helps financially disadvantaged people experiencing difficulty paying their electricity or gas bill because of crisis or emergency situation. The scheme ensures people stay connected to essential services during a financial crisis, and is not available on an ongoing basis.
The EAPA Scheme operates through a voucher system. Each voucher is worth $30.
EAPA vouchers are issued by participating Community Welfare Organisations (CWO’s) such as St Vincent de Paul, Salvation Army and Anglicare. The customer needs to apply to one of these organisations which will consider their claim and, if appropriate, provide assistance. The CWO assesses customer’s situations and determines each case based on individual circumstances.
Customers can use EAPA vouchers at their energy supplier’s payment centre, a post office or by mail. The supplier will credit the value of the voucher/s towards the account.
Note: Before contacting a CWO for EAPA vouchers, please contact AGL to find out what payment plans we offer. You may be able to agree on a payment plan with us to suit your financial situation.
