The development of a wind farm can be a timely process and requires extensive research, technical reporting and consultation with relevant planning authorities, organisations and members of the local community.

The following diagram illustrates the typical development framework AGL follows in building a wind farm.



In general, the following six phases in the AGL Project Management Framework project life cycle include:

  • Pre-Feasibility and Feasibility Phase: Preliminary documentation to support an initiative (need, idea, innovation, problem or opportunity) is reviewed and endorsed to proceed to the Development Phase.
  • Development Phase: Impacted stakeholders are engaged to define solution options along with associated costs and benefits for the project. The Development Implementation Plan (DIP) is initially developed as the key planning component. The project is then reviewed and is endorsed to proceed to conclusion of the project, not endorsed, or deferred until a later date.
  • Design & Planning Phase: Definition the solution requirements, development of an appropriate solution design and completion of detailed planning based on this design. This phase involves project establishment, requirements analysis, solution design, and procurement of goods and/or services. Detailed project planning takes place for the project deliverables, and all aspects of the project defined previously are further refined. 
  • Construction: Building, integrating, and testing of the project solution in accordance with the detailed plans and designs from the Design & Planning phase, confirming operational readiness of the solution, and implementing the project solution into the operational environment, in line with AGL standards, policies and procedures.  
  • Handover and Close Out Phase: Support provided to the implemented project deliverables in their target environment and then to transition the solution to business as usual. In this phase, the project post implementation review takes place, including identification and collation of lessons learnt, ownership of monitoring of ongoing benefits is confirmed, outstanding items are handed-over for ongoing management and the project closed. 
  • Maintenance & Performance Phase: Runs for a predetermined time frame after project closure. The performance of the project outcomes are tracked against the project objectives and benefits measures.
